Before deciding anything, find each of these on the letter. They tell you what kind of problem you have and how much time you have to deal with it.

In our experience the letter is rarely the whole problem. Behind it there is normally a year that was never reconciled, a return filed from incomplete records, or a payment applied to the wrong period. Answering the notice without fixing that just delays the next one.
So we treat the two together: respond to what the agency is asking for now, and repair the recordkeeping underneath so the same letter does not arrive next year.
